I would tackle this project by first removing the bumper.
From there, you've got to find a point to anchor it.
You could start by either finding a bolt that threads into the stock tow hook point, bolting it in, and threading it through the bumper hole. Then, I'd put painters tape on your tow hook cover cap thing, and dremel a slot in it.
If this sounds confusing or difficult, I wouldn't attempt this project.

I see, actually its more for the look then for the use of it.
Alternatively i saw some guy said they cut the metal part to weld it to the stock tow hook that they cut also to the specific lenght.... ouf
I guess my ideal goal is to find a pieces that can be thread into the stock tow hook point and that is smaller in lenght so i could close the cap after. Also easy to remove if i want to switch for a license plate tow hook relocation kit per exemple
