From the Highway Traffic Act
"Emission Control Systems or Devices
6.1 The following types of systems and devices are prescribed for the purpose of subsection 22 (4) of the Act:
1. A system or device that is manufactured by the manufacturer of the system or device that is being replaced and,
i. is identical to or equivalent to the system or device that is being replaced, or
ii. is manufactured as a replacement for the system or device that is being replaced."
Essentially this means that unless declared and classified as a "hot rod" (engine conversion mostly) in theory your emission equipment must work as well as factory. Specifically catalytic converters and possibly EGR valves and Air Pumps if applicable. Mufflers and resonators do nothing for emissions, only noise
Currently you can pass a vehicle with zero emission equipment at all as long as your car is coded with dummy signals from emission equipment and they don't perform a visual inspection
