I guess its possible; but in my case my car was shifted about 2ft from its original parking spot and the jerk obviously fled as witnesses saw the guy plow the front corner of his conversion van into my car... They just weren't able to get the plates.

In this case I'd say the guy had to know he hit something. I've barely tapped a car backing up and knew I'd hit it. Hopped out, noticed no damage and still left a note incase the owner discovered any unseen issue (such as hatch not opening correctly etc).

I can't say I've ever been in any accident at any level where I didn't know it happened. Perhaps an elderly person could be in that position, but in a majority of hit and runs they are exactly what they are: A person tries to flee responsibility for making a mistake leaving a completely innocent party left having to deal with the problem by themselves financially and mentally. If a hit and run offender can be proven by evidence I'd say that it should be punishable by loss of license for a year or more.

I realize accidents happen, but if someone can't step up and take responsibility then they are essentially a inconsiderate piece of crap!
