I'm not an engineer, but I'm pretty sure that rule isn't a great one. Qualities are simply dependent on the material in question. Perhaps you mean that, in a system, different places are designed to take different loads and are designed to handle those loads. If you make a change here, it can transfer loads there, which can break something.

I don't remember anybody here complaining about frame failures, including people with heavily modified cars. I've seen photos of failures in BMWs, and that's all I can think of.
