If you are starting from scatch, the cheapest yet still effective setup would be a used g27 (or new if you can still find them) for around $200 ($300 new), Assetto Corsa for PC and either build your own stand (around $100 worth of mats, maybe less) or buy a basic one for around $150-250.

If you are open to more sim-cades (arcade games that try to be simulation games), which can be a lot of fun, just dont expect it to feel close to the real deal, there are options on console if you already have one but dont have a good PC like Gran Turismo and Forza (playstation or xbox) and Project Cars (both). Assetto Corsa is also available on consoles but wheels supported by consoles run in the $500+ department.
