The $1k difference in price between the CARB and non-CARB FI kits like JRSC and Edelbrock also includes the $500 ECUTek kit and license. Effectively JRSC/Edelbrock are charging $500 for the tune and CARB certification. I believe you can work with a vendor and save $500 if you already have an ECUTek, or just turn around and sell the one that comes with the kit.

I don't think it does. At least from what I'm reading from the
product page -
"Easy to install and supplied with Cosworth engineered ECU calibrations*" followed by (below the graph)
" * Power Package ECU calibrations are supplied in Stage 1.x upgrades."
Although, I could be wrong. @
