Roughly speaking, that OW (Order Window) is up to the factory. Dealers can submit orders but until the factory receives and accepts it into production, nothing is confirmed.
2016s should still be available up to September/October, depends on how much they ordered.
The finance question: pretend you are going to school. You pay your tuition by the deadline set by the school. You attend school and you get your education. Buying a car is the same thing, except you start paying for the car (aside from any deposit the dealer may ask for) when you take delivery of the car.
"Take delivery" and "physically driving it" are two different things.
As for wanting the exact car... you can always have a dealer attempt to find a car for you via inbound inventory. It won't be the best price so don't expect the best offer to you.
Cheap, fast, good. Pick two of three.
