Even before taking the tire off, you can lift the car off the ground and look for play. IF the tire can be shaken left and right there is a ball joint issue.
Grab the tie rod and try and move it in any and every direction. If you can feel any play at all, it's shot. You should be able to twist it a bit, but that's it. Zero play up and down or side to side or front to back is what you are looking for.A simple test is to try and rock the tire/wheel, first at top/bottom, then at left and right (9and 3). Play in both locations is typically the bearing. Play only side to side is usually the tie rod end.
Regardless after you possibly diagnose the issue visit two or three reputable alignment/suspension/mechanic shops compare the prices and diagnoses and then go to one.
