I would hate to buy the header to only run stage 1, but i am hesitant to run cattless. i would run cattless just i am not sure about smells that people refer to, i certainly don't want to encounter that. Rasps are another negative to me, but i do have stock op/fp and resonated perrin 2.5 cbe, so maybe it wouldn't be that bad?
Ultimately, I want to run my car with safety in mind first to avoid unexpected expenses.

I have a JDL catless and have a high-flow cat in my JDL FP. The smells are negligible unless you're fully catless. Running corn helps it smell even better.
I'm not sure about the laws in Mass. Here in TX we don't have a sniffer test--they only plug into the OBD2 and check the emission system readiness. We're allowed to have one show "not ready" and still pass. Of course a CEL is insta-fail. Catless is doable here because the tune will disable certain CEL codes and all systems will still show "ready."
Look into your state's inspection procedures and see if you can do the same. I considered getting a catted header for a while because I was afraid of inspections. But I didn't want to half-ass anything, so I went catless. No regrets.
