did you retrofit your Winjets? There is usually no rotate option for headlights. the bowing looks like a spacing issue in the projector lens. there is really no real way to deal with it unless you bake the headlights and adjust the spacing of the actual lens until there is no more bowing.
if you look at your cutoff, before the step it is still straight. it just bows up after the step, which rotating will not help at all
