Most monitors are LCD screens with LED backlights just like tvs. LED tv is just a marketing term for a different backlight that caught on to replace fluorescent backlighting. Monitors and tv's are still either IPS, TN, or VA LCD panels. (Besides OLED, but they are another story). Throwing around the word LED means nothing to this discussion.
Many new tv's do have acceptable input lag if put in game mode to turn off extra image processing. Still not as good as many monitors however.
Everything has a refresh rate of at least 60. 120 means almost nothing unless you actually have your game playing higher than 60. consoles can't even take advantage of even 60 unfortunately. Many tv's do weird things like frame doubling to claim 120 or 240, but it is usually not the true refresh rate like 120hz monitors have. When you put the game mode on it will most likely turn any of the fancy stuff off and be straight 60hz.
So yes, tv's are good enough for most people, but monitors are still usually faster. The numbers on the tv box are known for being misleading. Personally I use consoles on a tv, pc on monitors.
CRT's are still the fastest.
