Budget-wise, I'm not really sure. I'm more value driven, so if I see something being useful to me, I don't mind spending. I don't think I'd spend KW or Ohlin money tho simply because you're paying for performance, which isn't high on my priority list.

Yes, SPL can go low because of the new v3 design - 2 sets of holes (high/low), I just have not seen the lower holes used yet.
Reads to me that you may just be a candidate for just springs to lower the car - no performance necessarily. Blow out the OEM shocks/struts and replace them used for <$500. You'll be switching to OEMs anyways when lesser coilovers go bad (it could be a pain to discard coilovers when the manufacturer gives you the runaround or none at all).
