It seems so?
For all I know it was after the alignment, and they corrected it with this. It was tracking straight with the wheel straight when it went in despite bad toe issues on the left side (right was fine? Go figure) This info was in the stack of paperwork they gave me. If there is a physical connection to the rack, this seems separate from the wheel being centered. Unfortunately, I'm at as much of a loss as you are.
