You don't need to be in the car or have the license to install. I have recently "upgraded" to Win8.1 and I had no issues installing on mine.

From scratch (apologies if you already know this), download the ECUtek app downloader from here: http://www.ecutek.com/Support/Downloads
Follow the install procedure, it should install the drivers 1st for the hardware. Then plug in the cable and dongle when requested.

Did you get the audio that you connected a USB device? What type of USB port are you using? I can't remember if the LED came on until the drivers installed. I've used USB 2 and 3, 3 is preferable for flashing speeds.

Might be worth giving the laptop a full reset.
