This included the 3,200 they gave me for a 2001 base model Corolla with 100,000 miles on it, engine light on 24/7, missing headlight, bad breaks, and a slew of dents, paint and interior problems. The car had a bunch of add-ons; Window Tint, Nitro Package, Auto Guard, and Door Pro Package which meant they put a clear bra on the edge of the doors. Sticker price for the car was 30,184.

By "sticker price" do you mean that was what was posted on the car or MSRP?
Don't know how much attention Scion pays to the dealers but they can lose their franchise for not following Pure Price rules.
Now, many dealers can be creative about how they get around that. Same as you I got a pile of extras and way more the KBB for my trade in but the car's advertised "price" didn't change.
