To clarify, if some enterprising dealership managed to knock out all of their allottment's orders within the first 15 minutes of the system opening, they're not going to get those cars before anyone else.

But my dealer is very small (3 cars this year), so the big dealers will get more cars per month than they get all year. So allotment numbers #2 or #3 in Vermont may/will get cars before me. So how do they decide which ones to build and ship? That was kind of what I was wondering: what's the tiebreaker?
