If there are any threads showing, you could 'carefully' put a pair of vice-grips on to unscrew it or perhaps grind a slot to take it out with a screwdriver. If the bolt is broken off in the threaded area, you will have to use an easy-out after drilling a small hole into the bolt leftovers. I am in Modesto, I may be able to help or give additional advice with a pic or in person (I have most of the tools and perhaps a small enough easyout).
