Don't be concerned. The maximum allowed NOACK is 15% so PUP is under that.
PUP 5W-20 is 10.5. Why are you worried about the cold cranking viscosity at -35C or -30C in California anyway??!
And since Amsoil Signature Series is not API or ILSAC certified, a more appropriate comparison would be to Amsoil XL. The Amsoil XL 0W-20 has a NOACK of 12.5% and 5W-20 XL has a NOACK of 9.9%.
