When you install those fasteners on aircraft, are you given specific instructions to use anti-seize with the specified torque or are you using anti-seize just because you have it available to you?

I work on submarines and we need to specify exactly when and where the anti-seize goes. If we use anti-seize, we also need to specify a dry (no lube) and wet (lubed with anti-seize) torque. The dry torque is always higher than the wet torque.
