Part of that is because the restrictor itself works as a velocity stack. A restrictor will actually *increase* power at a certain combination of flow and RPM, but ultimately limit power further up the powerband.

Check out the huge spike in power WRC cars have, and then the heavy nosedive as they go up the RPM range. The restrictor is to blame for that type of curve.
