After digging some more it looks like using a restricter is not as clean a solution as i thought.. meaning the boost does not just level off and hold but rather will drop (in some cases like a rock) off sharply.. so you end up making peak power at lower rpm... not an appealing idea to me. I guess the "best" way to get more boost down low and maintain it at a safe level up top is with a gated setup.
