From what I can see there is clearance between the wheel/tire and the metal strap that is there to protect the cable, so I'm not sure what is causing it.

Is there supposed to be a rubber bushing to hold the cable in place, or is it just the cable and the metal piece for protection? Thanks for any help on this. I have searched and haven't found any topics related to this concern.

Edit: FYI, the tires that came on these wheels are 235/40, so they're stretched slightly. Planning on running 265/35 when they're toast, but I am concerned about clearance now. Also worth noting it's tucking a little tire on BC coilovers.

The Burninator nailed it. They are easy to bend inwards and you can probably get another half inch of clearance and they will still function to keep the parking brake cable in place.
