Very true. I work in the industry and there are a lot of factors that go into what one pays for a vehicle: age, sex, marital status, location, coverage selections (liab, medical, un\underinsured motorist, lawsuit option, deductibles), discounts (multi-policy, good student, driver training, defensive driving), past driving history (motor vehicle violation history and claim history), some companies also use credit reports.
Also, I see this frequently where the parents are smart about how they setup their policy. At my company, we rate the vehicle premium based on who we assign as a principle driver on the given vehicle. So, what parents do is put their 17 year old son as a principle driver on the family 1998 Minivan with liability only coverage and set the soccer mom as principle on the 17 year olds actual vehicle (mustang, camaro, BRZ, whatever) which keeps the premium normal, meanwhile the son is beating on the cool car every day.
