Fog lights are RARELY necessary. (I suppose it depends on where you live...) They make the front end of some cars look nicer, and in other cars they make it look way too busy. Personally, I dislike the look of halogen fog lights in combination with HID headlights or xenons.
This is what goes through my head when I see people driving with their fogs on in the middle of the day or in the city at night when it's not foggy:
"Your fog lights are on. It's not foggy. You're a douche bag."
Let's face it-- for a lot of people it seems like it is a contest to see who can have the most lights turned on at the same time on their vehicle.
