I doubt it, they do not have a DOT stamp on them and they do not have the required reflector to meet U.S. specifications. However they look OEM, so they may not even be questioned. Always play it safe though, just in case

This is a great question that I did not touch on. The Tom's harness/plug has a glue/sealant that you would have to remove first before you could re-pin the harness plug. It is possible, but would take a bit more work to get it done.
