Valenti tail light problem
 

So I bought some valenti lights and having an issue with one. The driver side blinks really fast making the front turn signal and even in my gauge cluster blink fast. The problem looks like when the bulb is out and it has that blinking issue, I even tried switching sides just to see and it still has the same issue and it makes whatever side it's installed blink fast. The other one works perfectly fine. Is there a step im missing? Or is it just a defective product? Also everything lights up correctly. Just when the turn signal is the issue

Defective as they come with load resistors installed to prevent this (it's the long skinny box on the back of the light)
