Runoff valve? What type of fluid is leaking? Are you referring to the drain line for the air conditioning? I would highly doubt that the AC drain would cause an issue like you experienced and its more likely you either:

A: hit something while driving at some point which tore some of the mounting holes.
B: If you removed it to install mods you may have over tightened the bolts that hold it on, which cause the bolts to rip through the holes thereby weakening the aero panel.
C: A service shop or yourself left some bolts off when putting it back on.

Excessive freeway speeds with a combination of any of the above could caused the failure. That panel sees water every single time you drive in the rain and it's not going to fail without something helping it along.

LOL... The AC drain was facing over the cover instead of off to the side. I put it back on normal did not appear to overtighten but i did have a accident on freeway when a truck shat out shrapnel of metal and it did hit that area lightly last month. So nothing out of the norm it did its job for as long as it could :P took it off it was like 2 x 2 feet in size.

Case Closed :P :thanks:
