Not with the stock fog light harness, its powered by the headlight switch. You would have to install an aftermarket fog light harness that comes with a switch to be able to turn them off and on manually without the headlights on.

You can just hook a relay up and mount a switch to your litte side panel by the interior brightness knob.

I made my own harness to tie into the OEM fog light harness using aftermarket fog light kits as I did not want just what you want. :) If you install a separate harness as suggested above you will run the risk of shorting or frying the OEM wiring if you do not disconnect the stock harness. Easy way to do that would be to just unplug the stock plugs and secure them so they are not bouncing around and seal the openings up on them. The Winjet fog light kit has a harness and switch that would suit your desires I believe. It is going for around $100. You would wind up with a extra set of bezels and fog lights, but it would be the most elegant solution for what you want.

and this

tape off OEM ones securely, cover the electrical bits.

and you should be good to go.
