Picture would probably be a good idea so we can see what you're concerned about. Normally, if you see primer or bare metal, then you'll have to do the base color and then clear. If you see base color then it's just the clear coat. Unfortunately, the white color requires a base and clear/pearl top so it makes it harder to fix.

The color disparity looks like primer to me. Maybe some others can chime in on this as well. If it were me, I would wash the area, put a couple thin coats of base color, then clear on top.

Looks that way to me as well. I would do the same and also clean out the chip with a q-tip soaked with some IPA (isopropyl alchohol, aka rubbing alcohol) for good measure just be be sure it completely clean.

I believe the Subaru paint is supposed to be used as a a base and then clear on top of it. I would not mix the two.

Do it separate. You want to put on a couple thin coats of base, enough to hide the primer and anything else that's different than the white and then fill up the rest of the chip with a few light coats of clear. One tip I can give you is don't use the brush that usually comes with the touchup, it's not that accurate and tends to glob the paint on. Instead use a small artist brush.

Could i use a tooth pick or sometbing like that? Ive seen, people do,that. They just dab the paint on it when its a really small chip

Yes, anything you are comfortable with that you can most accrately apply the paint with. Its hard to tell how big it is from the pic so I suggested the artist brush.

its REALLY small like smaller than the tip of an eraser
