Jackson Racing NA Oil Cooler
 
So I ended buying a used JR NA oil cooler and was wondering if there was suppose to be any included hardware that mounts the bracket to the bumper or does it just reuse the oem bolts on the bumper.

It mounts onto your impact beam.

The bottom of page 2 states

So yes, I would assume this unit came with hardware.

Sorry I meant the hardware to mount onto the impact beam. Doesn’t seem like the person I bought it from had hardware to mount it or does it uses bolts that already exist on the impact beam

That’s what I was curious about, but doesn’t seem like it shows any hardware on the website images

Even though the pictures don't show hardware it doesn't mean it's not required. No one should expect the core to mount itself by means of magic. The pictures are just for marketing purposes. So...
  • Read the manual I linked you to and buy the same hardware at a local store.
  • Contact Jackson Racing and see if you can buy the hardware from them.
  • Contact the guy you bought it from and ask if they have the hardware.

Used items are rarely complete. You'll need to source replacement hardware. If the uninstall was incomplete, then I would recommend carefully inspecting the rest of your used oil cooler.
