Is this normal for my OFT to stay VIN NOT LOCKED?

Imgur is not loading correctly for some reason
It'll say
OpenFlash Type : Professional
Serial Number: ###########
File in ECU: xxxxx.bin
HW Ver: 0335
SW VER: 0153
Special Function: Vin Not Locked

Once you read in your ecu stock file it should display your vin amd be locked to your car
