If it is just that one LED out then that LED is bad. The circuit for the LEDs isnt all that complicated. I cant say what LEDs Toyota used but I'm sure that info is some place, just takes some research.
If you take the car to the dealer they will tell you they will have to replace the headlight, if the car is not under warranty that is a few hundred dollars. If it is still under the warranty, I would advise you to take it in as it should be free.
If its not under warranty anymore, its an easy fix. Although you will have to open the headlight to get to the LED to replace it. Do some research into what LEDs Toyota uses and see if you can get a hold of those. If not you can use something with similar specs. Open up the headlight, get to the LED, and remove and replace. Pretty easy. I would say the hardest part would be the research to find out the LED they use.
