Click on the link in my signature, My 2016 Subaru BRZ Series.HyperBlue Build. I went with Enkei GT7 Hyper Silver rims (also available in black.) They make the STI rims, but I wasn't planning on spending that much for those, although they look hot.
I don't really like to give out links, but check out tirerack.com. I'd go with a set of Enkei wheels you like and since your on a budget, probably go with the Dunlop Direzza DZ102 or Yokohama S.Drive tires since you live in California and they are in the Ultra High Performance Summer category. They both look good at channeling rain. The Yokohama tires would probably do a better job of it. And what ever you do, do not get them siped.
A bit of advice, try to use the TPMS sensors from your old rims, if possible. If you're going to be putting your original tires on the new rims you'll have no problems. Sometimes the aftermarket sensors don't want to program correctly because Toyota made the sensors to be programmed specifically to each wheel. Some shops know of ways around it, but the only way I know how to do it is to load up Toyota Techstream software on a Windows 7 computer (As far as I know, Toyota hasn't updated the software past Windows 7, there's a way to get it to work on 8 possibly 10, but you have to do a lot of fiddling around) and program each wheel with the correct sensor to each individual wheel. A Subaru dealer will have no idea they have to do this unless you tell them because Subaru Sensors don't have to be programmed this way. Also, a Toyota dealer will probably try to over charge you. I just bought 4 new Toyota sensors and programmed it in Techstream myself since I use snow tires on my factory rims. Otherwise, if your light pops on, just take it over to DiscountTire. I think they can do it for you on the cheap. If they are reusing your old tires, don't let them trick you into buying new sensors or rebuilding the old ones, have them use the old ones even though they'll try to say they may not work or some bs.
