Could it be that your not on completely even ground? I wouldnt measure from the coilover to the ground i would just set both rear coils to the same hight, put it on the ground and go from there. If one sides sitting lower or higher then adjust that side. Right?
And yes preload has nothing to do with it, set the preload and dont touch that again.

Don't measure from fender to ground as tire pressure/wear can throw off the measurement. Best to measure from fender to center of hub.
