Wouldn't you be classified as being in the "dead" group?

Lastly, there’s Quinte West, the municipality I reside in. Each have their own agendas, rules, ideas as to what is best plus, fees and fines. Lower Trent sets the minimum height that my new weeping bed can be based on the highest the water table will reach in a worst case scenario. To meet the latest codes I must not dig up or disturb in any manner the old system. That earth is considered “contaminated” and requires special permits trucking and cleaning prior to disposal. Therefore the new system must be built above grade and then covered over. It has to be a new style Tertiary Septic System/ Advanced Treatment System which actual acts like a mini water treatment plant. There will be yearly inspections/costs involved not to mention maintenance fees.
I own a property in a little town called Spalding on Eagle Lake in Lassen county NorCal. We had our dealings with water boards. The Lahontan Regional Water Quality Control Board years ago determined that all Our septic systems were poisoning the lake, even though there was never once a contaminated well, or any evidence of any pollution. Took 18 years, and approval of about 26 different federal, state, and local agencies to put our waste water system in for our little town of 300 buildings. It took millions in grants, and $12k per property owner to hook up, plus we all had to pay to have our old septic tanks safely removed, and new approved tanks put in. It is a STEP/STEG system where we all still have tanks, but they drain to above ground evaporation ponds. My share of maintenance is $300/year. That is just for their side. I still have to pump my tank and clean the exit filter regularly.

That's exactly what I'm being forced to do! It'll be at minimum, 1 1/2 meters above my present yard.

Yep, similar to my situation only I don't get to share costs with anyone.

This is what all the agencies think I'm doing now only instead of dumping it into the storm sewers they think I'm pumping it into the river. Duh! If they'd take water samples from behind my property they'd see nothing is or has leached out.
