Spinner wheels have the whole wheel keep spinning. The "throwing star" hubcaps that spin are choppers. And the rims that don't look like they are moving, like the RR emblem on Rolls Royce wheels, are floaters.

These are awesome! Cost, $700 + each. Yeah, that's what many custom wheels cost. They will make 5x100.

those stupid things are all over the place in the Tampa area. Spinners and floaters, and over size wheels are everywhere. It's one thing when someone ruins a crappy Altima or an old Caprice or Impala, but the first time I saw a brand new Camaro on 30's I wanted to road rage on the twat and piss in his pocket.
