Here would be my top Mods in order

1) openflash Tablet(91 and 85 tunes)
2) openflash header or Borla UEL
3) Springs+spacers
4) axleback exhaust
5) Plastic dip stock rims

If you can install yourself, this should be just above 2000$. This will give you some much needed power, a solid look, and nice exhaust note.

If your after pure power Rob's ESC + OFT will transform the car(even more so with E85)

I would honestly save the money and drive the car stock until you can plan this out further. Check out other cars in the "Member's Car Journals" to get some general ideas.

Headers and a tune with a drop in filter. That will drop under 2000 and give you a significant boost in power

Get a set of half decent coilovers with decent spring rates.

Set of track(able) brake pads

Brake fluid.

Tires when you can afford them.

I wouldnt do ANYTHING to the engine unless you have a budget for a really good header, overpipe and of course - a tune.

You're almost halfway to forced induction! Keep saving!

I'm good at giving advice. I'm terrible about following it.

Because the purpose for the car isn't clear.

In my opinion, changing the final drive gear should be used on a track/weekend car and not a daily driver.

Read up on it if you haven't yet.
This is what I would do!

Or

Headers, Cosworth Billet Power Blocks, drop in filter, OFT, and have money left over

moto east flex fuel kit, tune and catback. The best bang for your buck I got when I was stock and provides a noticeable difference on the way the car drove also a nice little bump in power.
