Not sure if this is going to be deleted, but figured I'd try.

Gonna be tough on that one. I'm willing to bet the car is 2000 or newer, meaning it is subject to the states OIS inspection which relies almost completely on computer data. I cant say for certain that the OIS system collects VIN data from the ECM, but it likely does and compares that data to the VIN entered into the computer by the tech. The state does everything it can think of to keep techs from entering one vehicle and actually connecting another to the machine, and that would be an extremely simple way to cross check the vehicles VIN matches. If those two dont match that shop and that tech both have a VERY big VERY expensive problem headed their way. And when I say VERY big I'm talking shop loses its license and tech loses his license along with fines and penalties. Best bet is going to be fix whatever is throwing the codes, and if its a modification thats causing the codes, put it all back to stock, clear the monitors and get it smogged as if its a completely stock vehicle. If it goes back to being a hot rod after the smog...thats no longer the shops or the techs problem.

your best bet would be to tell your friend to revert to stock for the smog check, or hang around many car meets and start establishing some connections.

or register his car out in blythe. no need for smog out there; only need to smog if you sell the car.

Back in the early days of Smog Check, it was simple enough to just smog a stock car as long as the tech entered your car's VIN. Actually, thinking back, in the very beginning, you only needed to find a tech willing to sell you a certificate.

Anyway, theoretically speaking, with OBDII would it be possible to get a pass if you swapped your ecu into another car as long as the tech punched in the VIN from the registration notice and not from the tag on the car?

Back in the days, Yes it was easy. Now the OBDII system reads VIN #, readiness monitors, last time check engine light was reset & live data PID's.
