Not through a bluetooth dongle it doesn't.
Even if the other guy says it does push out a signal, the risk to the vehicle being "hacked" is minimal someone has to SERIOUSLY know what they are doing, because all the bluetooth apps require the ignition to be in the on position before flashing anything instruction related to the ECU (In my case Torque or Carista)

I beta tested Carista when it came out a year or two ago, it doesn't write anything to ECU and can't without the ignition being in the ON position or ACC for some vehicles. Try connecting to the wi-fi signal with the car off and nothing will come of it. Certain OBD II dongles still broadcast with the vehicle off others don't.

It writes customisations to the GT86 now. Works great. I am on beta also
