That's the full kit for a TC apparently. Here is a link for the FR-S Springs:

[ame="http://www.amazon.com/Genuine-Toyota-PTR07-18130-Lowering-Spring/dp/B00L2JW2Y0/ref=sr_1_1?s=automotive&ie=UTF8&qid=1443727903&veh icle=2015-91-21599-20--7-6-7-19613-3237-1-1---3-0&sr=1-1&ymm=2015%3Ascion%3Afr-s&keywords=TRD+FR-S+springs"]Amazon.com: Genuine Toyota (PTR07-18130) Lowering Spring: Automotive[/ame]

The springs are nice and are very easy to live with for a daily driver. They are also legal for SCCA CS class as they are considered a "port installed" option.

If I went with Eibach I'd be installing myself, the work is no big deal to me. But I know I'd also need to replace the shocks and struts as well, and I have no idea how much those would cost on top of the ~$250 for the springs. The TRD springs supposedly work fine with the stock shocks and struts, but cost $640.

So, I'm basically wondering which is less expensive overall: TRD springs or Eibach springs + shocks + struts?

I'm also wondering about difference in ride quality and handling. Would anybody have any idea about how these two spring sets differ in ride quality and handling?

Any advice is appreciated! Thanks!
No spring lowering kit requires new shocks or struts. The only time you need to replace shocks/struts are when they become damaged, or if you desire a different shock/strut. It is not necessary, and 90% of people do not change them when installing lowering springs.

With that being said... If you have the cash, consider coilovers. I'm already wishing I had done that to begin with.
