He can file a report, for his insurance sake, but I personally I don't think its worth the time or hassle. Since insurance companies will increase rates at fault or not if they chose to :p

Different state; different insurance regulations. Your scenario isn't a problem in MA. As long as the Ferrari is insured and the owner is covered(obviously), the owner can give permission to another driver and the driver is covered by the owner's insurance. Just like how if someone vandalizes your car in MA, your rates don't go up even if you get keyed once a month. The only thing you'd be responsible for is the deductible for each incident you report.

I had the same issue once when a brand new corolla backed into the passenger side of my car, I was waiting to pick up a friend to carpool to work and this guy just backs out of his spot!!! maybe honk your horn or something to let me know im in your way, but no he just backs right the f*** up. had to replace the whole quarter panel and door. called the cops because he ran, but found him again afterwards because obviously he lives there. it was apparently his 3rd time with that brand new car. mid 30s, lives with parents party guy who didn't give a damn.
heres the kicker, police said they had no authority here because in an apartment complex its considered private property

let me repeat: THE APARTMENT COMPLEX IS CONSIDERED PRIVATE PROPERTY.

if he doesn't come back to you, you need to get the apartment involved in addition to the police. I say police only so its on record.

I woke up one morning to my key fob buzzing. I jumped out of bed and ran to my car, only to see a truck driving out of the apartment gate. I waited for him to return and politely informed him that he hit my Integra. He denied it. I positioned my car so that my damage aligned with his bumper (no damage on his chrome bumper) and took a picture. I took him to small claims, presented the pictures, the manual of how my key fob works, and the estimate. I won.

I waited until I had a garage before buying a BRZ.

So, not sure if this is how it works in all states, but here in KS you can do the following if the other party won't admit guilt: Get their license plate number, get the VIN off of their car. File an insurance report, advise that you have SOME info off the car that hit you. Provide it to your insurer. They will find his insurance company, and file the report accordingly. At that point, other person is contacted to either accept\deny the claim.

That will most certainly get his attention, without dealing with the leasing office or him directly.

I had this happen a few years ago with my brand new one month old Camaro SS except mine is a prick driving a benz at my work. I feel for you. Nothing like DOT3 brake fluid on his paint won't fix...I kid...sorta.
