If he revs his engine again, make a citizens arrest for disturbing the peace.

You'll have to pay all the court fees and filing fees, but when he's found guilty, he'll be ordered to pay all that money back to you

1: Take down a$$hat's license plate
2: Call CHP on said idiot for wreckless driving and other crazy things
3: Repeat for the next few days
