I can't help you on #2, but for your first question:

The chrome fender trim is simply a cover that is glued to the outside of the BRZ fender garnish.

The STi piece is identical to the chrome trim, except it's physically larger. Thus, it has a metal tab towards the front end of it that secures it on the inside of the fender garnish base. The hole for this is already molded in, so to install the STi trim onto a BRZ fender garnish is just a matter of sourcing the plastic and then installing it by drilling out that hole.

Or for what you want to do (buy, disassemble, chrome), yes it can be separated.
