How about 865whp on a stock head gasket, studs, pistons etc. only a gtx42, e85 bigger injectors and pumps

it doesn't really matter if the engine is built or not, you buy a turbo based on goals/needs. a big turbo will still lag on a built engine (actually more, since you'll probably lower the compression).

I would also recommend against the vipec unless they have a means of dealing with the direct injectors. May want to look into hydra or syvec (spelling) as well there are several turbos that would fit the bill. Launching on anti-lag will put the drive train through a lot of stress make sure that is looked into properly as well. If you are building everything in house you should be able to do the math to size the turbos properly and figure out the management requirement though. Good luck on the project.
