I'm guessing the tire rides over a stick in the direction of its length and by the force of spinning and it maybe getting stuck to the tire it pushes the end of the object into plastic guard and then continues to spin and stick it into the guard.

By looking at how clean the rod went through and the skin peeling from the stick, it's seen like the stick and rod came from the rear meaning the drivers back the car into these, the pulling forward.

Just to add to this thread:

Two or three days ago I was cruising home and heard an awful noise like metal grinding and it didnt go away so I stopped about .2 miles later and couldn't find anything (it was dark and I was lookin at my brakes / wheels).

After cringing for about .3 miles home I got a flashlight and prepared to jack up my car to remove the wheel when I saw a 15 inch piece of steel wire puncturing through that exact flap. It had been dragging on the asphalt causing a horrible noise. Pulled it out and everything was fine again.

Happened while going about 45 mph, and honestly probably saved me from getting a nasty flat.

Not as epic as that tree branch / spear but I'm amazed at how useful these flaps appear to be.

Yep, I'll agree, that sure does look like an old pushrod and I'm pretty sure that's a stick.

So, why are you two folks with new cars, driving around in junk yards and through woods ??....

@Yruyur glad it didn't gcome thru your windscreen!

In case anybody is wondering, these are air deflectors which reduce drag. They are made of plastic and affixed in such a way that makes them easy to replace. Last I checked they retail for $8. Edit: price may not be right, or may change from the time of this writing.

I hit a loose reflector in the road with my front tire. That caused it to stand on edge and slice my rear tire. The tread could lift that pushrod vertically and then the forward motion of the car caused it to go through the wind deflector.

Not as sad as the ex-pushrod owner I suppose.
