The "fastest Sport car under 250 HP" is going to be the lightest car with under 250 hp. Case in point:

The Caterham Superlight R500 lapped the Ring in 7:55 with only 230 hp... in the year 2000. The trick was it only weighed ~1000 lbs.

The 86 cannot beat the 4c around the ring while remaining under 250hp.

The 4c has a curb weight at or under 2000lbs and makes 240bhp. That's a 8.3:1 power to weight ratio.

At 250hp for the FRS it would need to weigh 2082lbs. That won't happen, not even close. The long, fast flowing sections of the Ring are so important to the lap time that the power:weight of the 4c puts it at a massive advantage even if the FRS had a traction advantage.

The 4c is 29k more expensive than the FRS for a reason.

There are a fair number of enthusiasts who got tired of their Corvettes and Porsches and ended up being active Miata/86/S2000 owners, I wouldn't be surprised if they are inquiring to their local distributors to see if they can pick one up reasonably.

Just because the car is 'cheap' doesn't mean the owners are.
