Well I should clarify, it's only necessary if you have an aftermarket exhaust with no muffler. In that situation you are left with a gaping hole in your rear bumper where the stock muffler used to be. Air gets caught in that hole (which acts as a parachute) and lifts the rear end up, which can cause noticable oversteer/drift at 90mph+. Slows the car down at all speeds also.
