Perhaps, but neither you nor I engineered the car. So if it has one there's a reason. Otherwise they would have saved a bit and went with a regular plug.
For me, I'm not lazy enough to risk even a little bit of metal flowing throughout the oil passages for the 2-3 oil changes I do per year.

when installing the Fumoto Valve, do i still need to install the washer? or does the Fumoto Valve package come with everything i need?

It comes with everything you need - well worth the ~$20.
