I had a discussion with Arai Toshi about similar parts like the rear draw stiffener. They don't help on performance in our cars. They are only for better comfort and less NVH.

Yep, they essentially just change the resonant frequency.

Will some shelving brackets and ratchet straps from Lowes do the same thing? Or do I need the Home Depot brand

Was giving the rear stiffener more thought and had a theory that maybe the 2nd Gen cars have a softer rear bash bar for better crash ratings, and both STi and TRD thought this needed to be reinforced?
You can see GR included the same brace but of the solid variety. A rear brace was never part of the previous STi/TRD offerings.
