For consistency, should those insisting on COVID mandates also demand that behavioral mandates be enacted by governments to help prevent the virus that's killed more people worldwide than COVID, AIDS?

No. Obviously you're ignorant or forgetful as you'd know the viruses are totally different from one another. As well as in the 80's that was when it was new and not well studied.

Technically, it was. There were convictions for knowingly interacting with persons in a way that could spread AIDS without their knowledge, if you knew you had the disease. It wasn't just sex. There were medical personnel (the ones I recall were dentists) found guilty of this.

37 states still have HIV and STD criminalization laws:

Obviously considered outdated by most and is why I directed the question toward those wanting to repeat history with new mandates that sound an awful lot like what we think is obsolete but could eventually face again, government control of individual behaviors for "the common good".

Maybe I misunderstand you, I personally don't consider it outdated laws, particularly with something known to be lethal such as AIDS. There was no law about unknowingly transmitting the disease (at least that I know of), but wantonly spreading a disease to others is a completely different thing. Not a lot different than holding a gun to their head.
